    Dear Wildcats,
     

    I am pleased to share with you that Mount Pleasant Central School District voters passed the Field Bond Referendum 1,191 to 398.
     

    Strong school communities are supported one vote at a time and through powerful partnerships, and tonight’s 3 to 1 margin of approval is a testament to both our strength and our Wildcat Pride. On behalf of the Board of Education and our students, thank you to all who came out to vote in support of this project. Our work will commence tomorrow to begin its implementation.
     

    The future is bright, Mount Pleasant, and I thank you so much for your partnership, trust, and confidence.  It is important to us and we never take it for granted.

  • 3/25/2022 Five Things to Know About the Bond

    Dear Wildcats,

    The Bond Vote is next week on Tuesday, March 29 from 7 a.m. to 9 p.m. in the Westlake High School Gym. 

    As we close out the last week before the vote, I want to share five important points about the proposed projects based on questions we have received:

    1. This bond is budget neutral. By timing the project with the retirement of existing debt, school district residents will not see an increase in taxes as a result of this project. The bond is necessary because in a typical school budget, there is no capacity to add $9 million dollars without an impact on residents’ taxes and doing so would take many years to accomplish. 
    2. The project will break ground in November 2022 after the Fall Athletic Season and all six fields are scheduled to be completed by September 2023. It will be completed in three phases and our goal is to have the WHS Class of 2023 graduate on the new main stadium field in June 2023.
    3. By addressing the whole complex at the same time, the entire project can be started and completed in a timely manner rather than having the Westlake Campus under construction for multiple years. Additionally, by approaching it comprehensively, we capitalize on the economies of scale and can consolidate comparable projects like drainage, irrigation, sodding, and grading. 
    4. These improvements are for the entire community. Upgraded athletic facilities will be used by every student on the Westlake Campus for physical education classes, by Westlake athletes, all our youth sports organizations, and community members on a daily basis and for special events. Unlike some school districts, it is important to us that our athletic complex serves as a vital community resource and be open to the public.

  • 3/2/2022 A Q&A with the Chief Wildcat and the Junior Wildcats

    Dear Wildcats,

    With the warm temperatures and bright sunshine today, it certainly feels like we have turned the corner, Wildcats. It was a pleasure to see many of you last night, at the 9th Grade Orientation for Westlake High School Class of 2026 and at the Westlake Athletic Club meeting. 

    As you are aware, we have a Field Bond Vote on Tuesday, March 29 from 7 a.m. to 9 p.m. at Westlake High School. Today, I am pleased to share with you this short video which answers questions about its scope, cost, and community impact. Please take a moment to view it and to visit our Bond Website for even more details about the project and voting, including registration and absentee ballot information.  As a reminder, the project, if approved, will fund the complete renovation of our athletic complex at no additional cost to our taxpayers. It will be funded with the value associated with our retiring debt.

    In the coming weeks, we will be sending more emails, a newsletter, and inviting you to join community gatherings to get more informed. Your patience and partnership has been invaluable in getting Mount Pleasant through the past two difficult years.

  • 2/3/2022 Did you know? Facts about the March 29 Bond Vote.

    Dear Wildcats,

    Since we officially announced the March 29, 2022 bond vote last week, I have had the pleasure of speaking with many residents about it. In response to some of the questions raised, we have prepared the attached document. 

    As you review the information, please keep in mind that our fields are classrooms and that our athletic program is an essential extension of the school day. Please note the following:

    • This project is just one of the components of the comprehensive educational vision of the District. 
    • Prior infrastructure bonds for items funded in 2016 and 2019 addressed critical foundational needs of the facilities. 
    • Each year, we fund substantial but smaller scaled projects through our operating budget. An example of this is the upcoming project to create makerspaces to support our STEAM programming, which will be designed in the spring/summer.
    • The development of our Five-Year Strategic Plan will inform the District-Wide instructional enhancements to our facilities as we move forward. This work will begin in March.

    As we continue to work toward the vote, we will be holding information sessions, sending more emails, and meeting with community groups.     Dear Wildcats,

    In Mount Pleasant, we recognize that athletics are a key component and extension of our instructional program. It is also a source of community pride and provides venues for us to come together while we support our student athletes. Similar to a classroom space, it is essential that our athletic spaces be reliable for use and of high quality. Weather, maintenance, and drainage issues often preclude us from using our grass fields to their fullest capacity. 

    On March 29, 2022, the community will be asked to vote on a $9,777,745 bond. Because the principal and interest payments will be paid with retiring debt, it is structured to have no additional impact on our residents’ taxes.

  • Who can vote in the election?

    Any resident of the School District who is registered to vote in general elections is qualified to vote at  said meeting without having their name placed upon the School District register of voters provided they voted at a general election at least once within the last four calendar years.  Further, provided that any person who has previously registered to vote in any annual School District meeting or election or special School District meeting or election and who has voted at an annual School District meeting or election or special School District meeting or election held during the past four years (2021, 2020, 2019, 2018) shall not be required to re-register.   • Will the passage of the bond issue raise my property taxes?

    No. Because the principal and interest payments will be paid with retiring debt, it is structured to have no additional impact on our residents’ taxes.  Please see below for a chart from our Financial Advisor, Bernard P.   • Why is the bond issue important?

    Passage of the 2022 bond is important to fund key improvements to the main multipurpose field at Westlake High School. In Mount Pleasant we recognize that athletics are a key component and extension of our instructional program. It is also a source of community pride and provides venues for us to come together while we support our student athletes. Similar to a classroom space, it is essential that our athletic spaces be reliable for use and of high quality. Weather, maintenance, and drainage issues often preclude us from using our grass fields to their fullest capacity. This can result in the loss of opportunities for our students to compete and host during both the regular season and high-level, postseason competitions at home.

    Of the 72 high schools in Section 1 athletics, Westlake is one of only seven districts without an artificial turf field (five are in Westchester). Grass fields need periods of time to rest, require an enormous amount of water and maintenance, and are susceptible to deterioration following rain. This forces unwanted postponements or having the Mount Pleasant football, lacrosse, and soccer teams play more road games.

  • What is the scope of the project?

    The scope of the project is exactly the same as was to be presented in March 2020. It includes a complete renovation of the existing athletic complex, including installation of an artificial turf surface, a resurfaced track that rings the field, LED lights for night games, a press box at the back of the existing bleachers and a concrete pad for utilities to provide necessary power for food trucks to operate. The main competition grass field will be replaced with artificial turf that will be infilled with ceramic coated sand. It will be suitable for the multiple sports that are played at the high school. The five other surfaces at the high school and middle school campus will also get important upgrades, although grass will be maintained. New drainage systems, sodding, and irrigation systems as well as new dugouts, bullpens, and bleachers will be added at multiple locations.

Voting and Registration Information

Any resident of the School District who is registered to vote in general elections is qualified to vote at said meeting without having their name placed upon the School District register of voters provided they voted at a general election at least once within the last four calendar years. Further, provided that any person who has previously registered to vote in any annual School District meeting or election or special School District meeting or election and who has voted at an annual School District meeting or election or special School District meeting or election held during the past four years (2021, 2020, 2019, 2018) shall not be required to re-register. The Board of Education has also provided for registration of qualified voters at the District Office, Westlake Drive, Thornwood, New York, between the hours of 9:00 AM and 3:00 PM on any regular school day through March 23, 2022.

 

Please note that if you are registered to vote in Westchester County but have since moved to the Mount Pleasant Central School District, you must be registered with the County at your Mount Pleasant address to be eligible to vote:

Absentee Ballots

Absentee Ballot Applications cannot be received more than 30 days before the vote.

If you are registered to vote and will not be in Westchester County on March 29, 2022, you may be eligible to apply for an absentee ballot.  

To receive an absentee ballot, an application first must be completed. An application can be requested from the District Clerk or downloaded below. The absentee ballot application must be completed and returned to the District Clerk either in person or by U.S. Mail prior to receiving the actual absentee ballot.  If the ballot is to be mailed, the application must be received seven (7) days before the vote.  If the ballot is to be picked up, the application must be received one (1) day before the vote.  The District Clerk must receive the completed absentee ballot by 5:00 pm on March 29, 2022.

Todos los residentes del Distrito Escolar que estén registrados para votar en las elecciones generales pueden votar en esta reunión sin necesidad de incluir su nombre en el registro de votantes del Distrito Escolar, si han votado en las elecciones generales por lo menos una vez en los últimos cuatro años calendario.  Además, si una persona se ha registrado previamente para votar en cualquier reunión o elección anual del Distrito Escolar o en una reunión o elección especial del Distrito Escolar y ha votado en una reunión o elección anual del Distrito Escolar o en una reunión o elección especial del Distrito Escolar en los últimos cuatro años (2021, 2020, 2019, 2018), esa persona no necesita volver a registrarse.  El Consejo de Educación también ha tomado medidas para el registro de votantes calificados en la Oficina del Distrito, Westlake Drive, Thornwood, Nueva York, entre las 9:00 a.m. y las 3:00 p.m. de cualquier día regular de clases hasta el 23 de marzo de 2022.

Voto En Ausencia

Las solicitudes de boleta de voto en ausencia no se pueden recibir más de 30 días antes de la votación.

Si está registrado para votar y no estará en el condado de Westchester el 29 de marzo de 2022, puede ser elegible para solicitar una boleta de voto en ausencia.

Para recibir una boleta de voto en ausencia, primero se debe completar una solicitud. Se la puede solicitar al secretario del distrito o descargarla a continuación. La solicitud de boleta de voto en ausencia debe completarse y devolverse al secretario de distrito ya sea en persona o por correo postal antes de recibir la boleta de voto en ausencia real.  Si la boleta debe enviarse por correo, la solicitud debe recibirse siete (7) días antes de la votación.  Si se va a recoger la boleta, la solicitud debe recibirse un (1) día antes de la votación.  El secretario de distrito debe recibir la boleta de votación en ausencia completa antes de las 5:00 p.m. del 29 de marzo de 2022.
